The temptation is immediate: <em>China needs this kind of course.<\/em><\/p>\n<p>That is a leap. The document may be useful, but it is not a demand forecast. It tells you that one named organisation described a particular piece of work in a particular context. Its best use is more modest and more valuable: it gives you a list of things to ask a real buyer about.<\/p>\n<p>The practical rule is simple. Read a public training document as a <strong>scope record<\/strong>, then turn it into a <strong>scope-question card<\/strong>. Do not turn it into a market claim.<\/p>\n<h2>The quick answer<\/h2>\n<p>Public procurement and training documents can help an overseas expert see how a specified Chinese project names audiences, workstreams, records and acceptance steps. They cannot show that private buyers want the same thing, that a foreign provider is eligible, or that a similar offer will sell. Extract the narrow facts, write neutral interview questions, and leave the commercial answer blank until it is tested.<\/p>\n<p>That distinction protects both the research and the reader. It stops a desk-research observation from quietly becoming a sales assertion.<\/p>\n<h2>Start with the noun, not the headline<\/h2>\n<p>A headline may say \u201cdigital transformation,\u201d \u201cAI training,\u201d or \u201ccapability building.\u201d Those labels are too broad to make a product decision. Read the nouns that follow instead.<\/p>\n<p>For example, a National Open University teacher-training support-service intention lists training implementation, platform support, live or instant communication, attendance and a summary report in one named project. The point is not that every training buyer requires all five. The useful observation is that this particular purchaser treated them as different things.<\/p>\n<p>The Xiamen SME digital-transformation pilot document offers a similar lesson in a different setting. It separates interviews, a diagnosis report, process verification and acceptance. A research team should not collapse that into \u201cChinese SMEs buy transformation workshops.\u201d It should notice that a project can distinguish discovery, a written diagnosis, a test of a process and a formal closeout.<\/p>\n<p>Those are separate nouns because they create separate responsibilities. A workshop, an operating support task and an acceptance record may appear near one another, yet they are not interchangeable deliverables.<\/p>\n<h2>Build a scope-question card<\/h2>\n<p>Use a single page. The left side records what the source actually says. A record of attendance may matter to one public project. It does not tell you whether a private product team will pay for it, whether a creator needs it, or whether it changes a learning outcome.<\/p>\n<h2>A small example: the words look persuasive until you separate them<\/h2>\n<p>Imagine a consultant reading a document that contains three phrases: \u201cAI training,\u201d \u201clive communication,\u201d and \u201csummary report.\u201d A loose note might become: \u201cDemand exists for an AI live course with reporting.\u201d<\/p>\n<p>That sentence has added three claims that the source did not make. It assumes the target buyer is private, that the named components belong in the same commercial offer, and that they are wanted by the consultant\u2019s audience.<\/p>\n<p>The scope-question card produces a slower, stronger next step:<\/p>\n<blockquote>\n<p>The public document names training, a communication mechanism and a report in one specified project. In buyer interviews, ask whether each component is needed, who owns it, and what decision the report would support.<\/p>\n<\/blockquote>\n<p>It is less exciting. It is also research that can survive a skeptical reader.<\/p>\n<h2>Why public projects are still useful<\/h2>\n<p>Public material can show details that generic market reports often hide: who has to attend, what gets submitted, where a review occurs and when a project is considered complete. China Government Procurement Network guidance also explains that procurement needs may specify objectives, target audience, content, frequency or duration, and assessment.<\/p>\n<p>Those details are helpful when an overseas expert is deciding what questions a China-facing offer must answer. They can prompt useful design questions:<\/p>\n<ul>\n<li>Is the buyer asking for knowledge transfer, a diagnostic, a workflow test, or all three?<\/li>\n<li>Does a manager need a record that a learner can see, or evidence that a process changed?<\/li>\n<li>Is platform access an implementation job, an ongoing support job, or outside the proposed scope?<\/li>\n<li>Who decides whether the work is complete?<\/li>\n<\/ul>\n<p>None of these questions assumes there is a sale. That is exactly why they are good questions.<\/p>\n<h2>Do not use public scope as a pricing sheet<\/h2>\n<p>The most common misuse comes one step later. Someone sees a detailed public scope and treats it as a price anchor or a ready-made service package.<\/p>\n<p>Do not do that. A named procurement can involve procurement rules, local delivery conditions, public-sector reporting, existing systems and roles that are irrelevant to a private client. It may also contain work the overseas expert should not offer at all. If you already have a recent, written and authorised requirement from the named prospective buyer, analyse that buyer\u2019s document directly. Do not manufacture a generic \u201cChina market\u201d story from public records when the real decision is narrower.<\/p>\n<p>Even then, separate what the buyer asked for from what you can responsibly deliver. A request can be clear while access, rights, technical dependencies and acceptance conditions are still unresolved.<\/p>\n<h2>What this method cannot prove<\/h2>\n<p>This method cannot prove national demand, private-market norms, pricing, winning probability, platform eligibility, foreign-supplier eligibility or a learning result. It also cannot turn a public document into permission to reuse its materials or represent a public body.<\/p>\n<p>It does something more useful at an early stage: it prevents false certainty from entering the next conversation.<\/p>\n<h2>A 20-minute reading routine<\/h2>\n<ol>\n<li>Record the document title, publisher, date and the exact project it describes.<\/li>\n<li>Underline only named audiences, tasks, records, systems and acceptance points.<\/li>\n<li>Write one neutral buyer question beside every underlined item.<\/li>\n<li>Add a \u201cnot established\u201d note for demand, price, eligibility and outcomes.<\/li>\n<li>Use the card in a conversation; replace assumptions only with permissioned, current buyer evidence.<\/li>\n<\/ol>\n<p>That final step matters. Market research becomes useful when it changes the next question, not when it makes the first slide look more certain.<\/p>\n<h3>Keep the citation attached to the observation<\/h3>\n<p>In the final research note, preserve the publisher, title, link, date observed and the exact phrase or section that produced the question. Otherwise a useful note becomes impossible to audit a month later, particularly when a project page is revised or removed. A citation should sit beside the narrow observation\u2014not as a decorative source list at the end of a demand claim.<\/p>\n<p>This also makes disagreement productive. A colleague can challenge whether the document really named a support responsibility without having to reject the whole research direction.
